The OSIA Board and Legislative committee has many years experience in watching and influencing state and federal legislation. The committee reviews and analyzes proposed legislative and administrative rules revisions. Members participate actively with MLAC, Bill Cross, OSIA lobbyist, and the Workers’ Compensation Division. Members may provide both written and oral testimony in legislative matters, and participate on various Workers’ Compensation Division rules advisory committees.

OSIA Legislative Bill Tracking Program -- OSIA has an active Bill Tracking Program during sessions of the Oregon Legislature.
OSIA has a contracted lobbyist who works hard to keep our interests at the forefront. The workers’ compensation reforms of the 1990 and 1995 would not have been possible without the OSIA and its resources.
Meet our Lobbyist Bill Cross:
Bill Cross is president of W.V. Cross Enterprises, Inc. (WVCE), a government affairs and association management firm in Oregon. Established in 1993, the firm has a long history of producing positive results for a diverse range of clients and is expert at monitoring, developing and advocating for and against legislation in Salem.
Bill Cross has served as executive director of OSIA since 2001 when WVCE started providing association management services to OSIA. Bill has extensive experience in the representation of trade and professional associations before the Oregon Legislature. Other current clients represented by WVCE: Oregon State Pharmacy Association, Building Owners and Managers Association, Oregon Optometric Physicians Association, Oregon Landscape Contractors Association, Oregon Occupational Therapy Association, Oregon Destination Marketing Organizations, Oregon Society of Health-System Pharmacists, Oregon Mechanical Officials Association, Oregon Speech Language Hearing Association, Willamette Valley Vineyards and the Oregon Food Bank.
WVCE associates with Leading Edge Public Affairs (LEPA) to enhance the level of governmental affairs services that is provided to clients. Formed by Niki Terzieff,
LEPA provides advocacy, public relations and campaign services in Oregon. She has over a decade of experience in Oregon politics both on the policy side and the campaign front.
